How to Apply for Prime Minister’s Fan Replacement Program

Managing Director of National Energy Efficiency & Conservation Authority (NEECA) Hamayon Khan on Thursday explained how to apply for the Roshan Pankha Roshan Pakistan Program, a government initiative to replace old fans with energy-efficient models that cuts electricity costs and lowers bills.

Talking to media persons after the program launch, Khan said applicants should first visit the official online portal at efan.gov.pk and go to the fan replacement section to begin.

How to Register

You can apply for the program through the following steps:

  1. Access the Application Portal:
    • Visit the official program website: https://efan.gov.pk
    • Alternatively, download the mobile application from the Android or Apple App Store.
  2. Sign Up and Check Eligibility:
    • Fill out the application form by providing your CNIC and electricity bill details.
    • The system will automatically verify your eligibility and inform you of the financing limit available for fan replacement.
  3. Select and Order Fans:
    • Choose the number of energy-efficient fans you wish to install, matching the number of inefficient fans currently in use at your premises.
    • After placing the order, the selected fan manufacturer will schedule a visit to your residence to replace and install the NEECA-labelled 5-star energy-efficient fans.
    • The installer will take photographs of both the old and new fans for record-keeping.
    • The old fans will be rendered unusable by drilling to ensure they are not reused.
  4. Confirm Installation:
    • After the installation and payment of the installation fee to the fan manufacturer, confirm the successful installation through the NEECA Online Portal (NOP).
  5. Repayment Through Electricity Bill:
    • Starting from the next month’s electricity bill, the cost of the new fans will be added as equal monthly installments, facilitating easy repayment.

Who Can Apply?

Who is eligible for the program? Can I apply?

Yes, you can apply for the Prime Minister’s Fan Replacement Program if you meet the following criteria:

  • Valid CNIC: You must possess a valid Computerized National Identity Card (CNIC) issued by NADRA.
  • Electricity Bill in Your Name: The electricity bill for your residence should be registered in your name, indicating that you are the owner of the electricity meter.
  • Timely Payment History: You should not have more than four delayed payments in your electricity bills over the past 24 months. Additionally, you should not have availed any installment plans during this period. This ensures that applicants have a consistent and timely payment history.
  • Registered SIM: You must apply using a SIM card that is registered against your CNIC. This is to verify the authenticity of the applicant.
  • Domestic Consumer: The program is exclusively for domestic (residential) electricity consumers. Commercial or industrial consumers are not eligible.

If you do not meet any of the above criteria, you will not be eligible to receive financing under the PM’s Fan Replacement Program.

Can I Subscribe to the Program if I don’t have any Old Fans?

No. The program is designed to replace existing inefficient fans with energy-efficient ones. Therefore, you must have old fans installed at your premises to be eligible for replacement.

MD NEECA stressed that not everyone is eligible. If a consumer has four late bill payments in the last four years, they cannot apply. Once the basic details are entered, the portal automatically checks eligibility based on payment history and other criteria.

After eligibility is confirmed, the applicant chooses a participating bank through the portal, then selects their preferred energy-efficient fan. Khan recommended choosing a NEECA 5-star certified model, which uses up to about 70 percent less electricity than older fans.

Once the selection is made, the bank processes the application and the new fan should be installed within about 30 days, he said. After installation, repayment is simple: instead of paying upfront, consumers make affordable monthly payments added directly to their electricity bill, a system known as on-bill financing.

Khan added that the financing amount can range from about Rs. 12,000 up to Rs. 300,000 depending on eligibility and the number of fans being replaced.

The Roshan Pankha Roshan Pakistan Program is designed to help households reduce their electricity costs by upgrading to energy-efficient fans that draw significantly less power. The portal also allows applicants to track the status of their application and delivery online or via the official mobile app.
