Islamabad (Gwadar Pro):
For the fiscal year 2025–26, the federal government has allocated over Rs. 13.63 billion under the Public Sector Development Programme (PSDP) for various infrastructure, education, energy, and social development projects in Gwadar. The objective of this funding is to accelerate Gwadar’s development and achieve broader national development goals.
Most of the projects are located within Gwadar district and focus on urban infrastructure, services, and institutional reforms. However, some projects, such as the Gwadar–Ratodero Road, are strategically significant for external connectivity. Although geographically outside the city, these projects are key in connecting Gwadar with the rest of Pakistan and facilitating economic flow.
Major Allocations:
- Gwadar–Ratodero Road (M-8):
The largest financial allocation has been made for this project. Originally approved by ECNEC in January 2021 at a cost of Rs. 38.02 billion, Rs. 32.89 billion has already been spent. An additional Rs. 3 billion has been allocated in PSDP 2025–26 to complete it. - New Gwadar International Airport:
A critical project for enhancing regional and international air connectivity, Rs. 4 billion will be provided this fiscal year. Of the total Rs. 54.98 billion cost, Rs. 42.71 billion has already been utilized. - Gwadar Safe City Project:
Aimed at improving urban security through modern surveillance, this project has received Rs. 1.5 billion out of its Rs. 2.48 billion total cost. So far, Rs. 738 million has been spent. - University of Gwadar (Phase I):
Approved in 2022 with a total cost of Rs. 2.49 billion, it will receive Rs. 500 million this fiscal year. - Water Supply and Sanitation Infrastructure Project:
A long-term project approved in 2010, it will receive Rs. 470.6 million this year. Total spending so far is Rs. 23 billion. - Old Town Gwadar Revitalization Project:
Ongoing since 2021, this will get Rs. 400 million this year. - Shazinak Dam (Gwadar District):
Approved in 2021, this project will receive Rs. 220 million. Total spent so far: Rs. 1.75 billion. - Smart Environmental Sanitation and Landfill Project:
Approved in May 2024, it has been allocated Rs. 200 million. - GDA Business Plan:
Initially approved in 2010, it will receive Rs. 250 million.
Education Sector:
- FG Junior Public School, Gwadar:
Approved in February 2024 at a cost of Rs. 384.7 million, it has been allocated Rs. 100 million this year. So far, Rs. 184.7 million has been spent. - HEC Scholarship Program for Gwadar Students (Started in 2017):
Rs. 18.3 million has been allocated this year, raising total disbursement to Rs. 146.8 million.
Blue Economy:
- Gwadar Blue Economy Center (Phase-I):
Approved in June 2024 at a total cost of Rs. 3.92 billion, it will receive Rs. 15 million this year. - Acquisition of 750 Acres in Grandani South (under Gwadar Master Plan):
Approved in June 2024 with a cost of Rs. 39.2 billion, it has been allocated Rs. 11.1 billion this year.

- GPA Housing Complex (Ancillary Facilities):
Rs. 125.4 million allocated (total cost: Rs. 225.4 million). - Model Customs Collectorate Construction (Gwadar):
Rs. 680.8 million allocated. - Electricity Infrastructure – Six Feeders (Free Zone North & South):
Rs. 384 million allocated. Already, Rs. 544.7 million has been spent. - Gwadar Oceanographic Research Substation:
Approved in 2021 at Rs. 30 million, it will now receive Rs. 150 million. - Project Management Cell for Gwadar Shipyard:
Approved in 2020 at Rs. 7.73 billion, it has been allocated Rs. 186 million this year. Total spending so far: Rs. 928 million. - Off-Dock Terminal Infrastructure (Approved May 2025 at Rs. 49.6 million):
Will receive Rs. 100 million. - East Bay Expressway Phase-II:
Not yet approved but submitted to ECNEC in June 2025. Rs. 200 million has been earmarked. Total cost: Rs. 30.13 billion. - Land Acquisition for Railway Link (Gwadar to Jacobabad – KM 901 to 387):
Rs. 10 million allocated. The project, approved in 2024, has a total cost of Rs. 155.9 billion.
